SMS Regulatory Compliance
This page documents Muster's SMS messaging practices, consent procedures, and regulatory compliance information. It is intended for review by carriers, regulators, and individuals who wish to understand how Muster uses SMS messaging.
About Muster
Muster is a B2B emergency safety check-in platform. Organizations — including employers, schools, and community groups — subscribe to Muster to account for their members during emergencies and drills.
Who sends messages: All SMS messages are sent by Muster on behalf of the subscribing organization. Messages are operational in nature and serve a safety purpose only.
Message types: Muster sends exactly two types of messages:
- An enrollment notification when a member is first added by their organization
- A safety check-in request when an administrator initiates a muster event
Muster does not send marketing, promotional, affiliate, or unsolicited messages of any kind.
Consent
Written Consent
Organizations may collect member consent through written means as part of standard onboarding — employment agreements, membership forms, employee handbooks, or HR records. When an organization administrator uploads member records to the Muster platform, the organization attests that it has obtained appropriate consent for work-related SMS communications consistent with its policies.
Verbal Consent
Organizations may also collect member consent verbally during in-person or phone-based onboarding. When verbal consent is used, the representative obtaining consent uses a script substantially similar to the following:

"[Organization name] uses a service called Muster for emergency safety check-ins. If there's ever an emergency, evacuation, or drill, we'll send a text message to this number so we can confirm you're safe. These messages are sent by Muster on behalf of [Organization name].
Message and data rates may apply depending on your phone plan. You'll typically only receive a message during an actual emergency or scheduled drill — not on a regular basis.
You can opt out at any time by replying STOP to any message you receive.
Do you consent to receive these safety check-in messages at [phone number]?"
The enrolling representative records verbal consent by logging the date, the member's phone number, and their name. Following verbal opt-in, the member receives a confirmation SMS:
Muster: [Organization Name] has enrolled you in safety check-in alerts. You'll receive a text if your organization initiates an emergency muster. Msg & data rates may apply. Reply STOP to opt out.
Organization Confirmation
Organizations enroll their employees in Muster by uploading their information into the application via an admin screen. The below screenshot demonstrates the application's explicit confirmation that consent was obtained as described.

Enrollment Notification
When a member is first enrolled — regardless of whether consent was written or verbal — they immediately receive an SMS identifying Muster, explaining the purpose of the service, and providing clear opt-out instructions. This message is sent before any muster events occur.

Opt-Out
Any member can opt out at any time by replying STOP to any Muster message. Opt-outs are processed immediately and permanently, applied across all future messages, and logged in the member's record. Opted-out members will not receive further messages from Muster — including during active muster events. Members who have opted out may not be re-enrolled without affirmative new consent.
Message Frequency
Message frequency is low and entirely determined by the organization's use of the service. Members receive one enrollment notification upon being added, and one check-in SMS per muster event their organization initiates. Muster events are infrequent by nature — typically only during actual emergencies or scheduled safety drills.
Member Deactivation
When a member is no longer affiliated with an organization — such as leaving employment or membership — they are marked inactive in Muster and will no longer receive any messages.
