How Enrollment Works

How members are enrolled in Muster and how SMS consent is obtained

Muster is a B2B safety check-in platform. Organizations — such as employers, schools, or community groups — use Muster to account for their members during emergencies and drills. This page explains how member enrollment and SMS consent work.

Who Sends Messages

All SMS messages are sent by Muster on behalf of the enrolled member's organization. Messages are only sent for two purposes: (1) an initial enrollment notification, and (2) safety check-in requests when an administrator initiates a muster event.

Muster never sends marketing, promotional, or unsolicited messages.

The Enrollment Process

Organization obtains consent

The organization collects member phone numbers through their standard onboarding process — employment agreements, membership forms, or HR records. By uploading member records to Muster, the organization confirms it has obtained appropriate consent for work-related SMS communications consistent with their policies.

Member receives an enrollment notification

When an administrator enrolls a member, that member immediately receives an SMS notification identifying Muster, explaining the purpose of the service, and providing clear opt-out instructions. This message is sent before any muster events occur.

Muster: [Organization Name] has enrolled you in safety check-in alerts. You'll receive a text if your organization initiates an emergency muster. Msg & data rates may apply. Reply STOP to opt out.

Member can opt out immediately

Any member who does not wish to receive Muster messages can reply STOP to the enrollment notification or any subsequent message. Opt-outs are processed immediately and permanently — opted-out members will never receive another message from Muster.

Messages are only sent during muster events

Members who remain enrolled will only receive an SMS when their organization administrator actively initiates a muster event. Message frequency is low and entirely dependent on the organization's use of the service — typically only during actual emergencies or scheduled drills.

Inactive members stop receiving messages

Muster tracks member status on behalf of the organization. When a member is no longer associated with the organization — such as when they leave employment or membership — they are marked inactive and will no longer receive any Muster notifications.
